Owners often get fed-up with their tenants and want to just evict them. You have to follow a process to evict them. If the tenant offers full rent, you MUST accept it. A 5 Day Pay-or-Quit Notice is asking the tenant to either pay or move-out. Paying has to be an option. It is illegal to not accept the tenant's rent if they offer the full amount during the 5 Day Notice period. If the owner still wants the tenant to leave after they pay, they can do that at the end of the lease. When the tenant's lease is expiring, a 30 Day No-Cause Notice can be posted. A 30 Day No-Cause simply states that the tenant must move-out at the expiration of the notice/lease.
